Originally opened in 2007, the Tom Muehlenbeck Recreation Center is one of Plano’s most heavily utilized municipal recreation facilities. Funded through the City of Plano’s 2021 voter-approved bond program, this large-scale renovation modernized the existing center and upgraded critical building systems to support long-term performance and continued community growth. As construction manager, LLCI oversaw a carefully phased renovation designed to enhance functionality, improve energy efficiency, and extend the life of this premier public recreation destination.
The project included a complete reconstruction of the pool deck and installation of a new children’s aquatic play structure. Pool mechanical systems were upgraded to improve operational efficiency, reliability, and user safety, ensuring the aquatics center meets current standards for high-volume municipal use.
A major component of the renovation involved replacing aging HVAC systems and the main sewer line to strengthen overall building performance and long-term durability. Additional upgrades included fire alarm system improvements, lighting enhancements, public address system upgrades, irrigation infrastructure improvements, and technology enhancements to support modern operations. Interior improvements included locker room renovations, updated finishes throughout, gymnasium floor resurfacing, and replacement of the indoor walking track and fitness areas.
Exterior work included roofing upgrades, enhanced site and parking lot lighting, new shade structures, and ADA accessibility improvements to ensure the recreation center remains compliant and welcoming for all community members. Additional longevity improvements included refreshed interior flooring, new paint finishes, and targeted building envelope upgrades to further extend the facility’s lifespan and accommodate continued high-volume use.
Throughout construction, LLCI worked closely with the City of Plano to maintain quality, schedule, and safety at one of the city’s busiest community recreation facilities. The project successfully reopened in December 2025, delivering a revitalized municipal center with modernized spaces that support fitness, aquatics, wellness, and community programming for Plano residents for years to come.
