City of Plano - Tom Muehlenbeck Recreation Center
Plano, TX
About the project
Lee Lewis Construction provided construction management services for the comprehensive renovation of the Tom Muehlenbeck Recreation Center in Plano, Texas, one of the city’s most heavily utilized municipal recreation facilities. Funded through the City of Plano’s 2021 voter-approved bond program, this large-scale renovation modernized the existing facility and upgraded critical building systems to support long-term performance and community growth.
As the construction manager, LLCI oversaw a phased renovation to enhance functionality, improve energy efficiency, and extend the lifecycle of this premier public recreation center. The project included a complete reconstruction of the pool deck and installation of a new children’s aquatic play structure. Pool mechanical systems were upgraded to improve operational efficiency, reliability, and user safety, ensuring the aquatics center meets current standards for high-volume municipal use.
A major component of the recreation center renovation involved replacing aging HVAC systems and the main sewer line to enhance building performance and longevity. Additional upgrades included fire alarm systems, lighting improvements, public address systems, irrigation infrastructure, and technology enhancements to support modern facility operations. Interior improvements included renovating the locker rooms, updating finishes throughout the facility, resurfacing the gymnasium floor, and replacing the indoor walking track and fitness areas. These enhancements modernize the space while improving durability for heavy daily use. Exterior renovations included roofing upgrades, improved site and parking lot lighting, new shade structures, and ADA accessibility enhancements to ensure the recreation center remains welcoming and compliant for all community members. Infrastructure longevity improvements included refreshing interior flooring, painting, and upgrading building envelope elements to extend the facility’s lifespan and support continued high-volume use.
Throughout construction, LLCI worked closely with the City of Plano to maintain quality, schedule, and safety on one of the city’s busiest community recreation facilities. The project successfully reopened in December 2025, delivering a revitalized municipal facility with modernized space that supports fitness, aquatics, and community wellness and programming for residents across Plano, Texas, for years to come.
